I cannot get my podcast to upload to itunes. I have an payment method registered in itunes and I have a valid email. The + sign will not come up on my account for me to add podcast. It's not my computer, I have tried several different computers.

Have you authorised your computer for iTunes? If you still can't get it to work, contact Podcasts Support. Go to https://itunespartner.apple.com/en/podcasts/overview and click the 'Contact Us' link at the bottom of the page.
