Iphone will not text or call

I recently received an iphone 7 Plus (refurbished from groupon) that was an upgrade from my 6S. I activated it and everything seemed to transfer over but the phone will not call or text. I followed all the troubleshooting protocols that I found, Rest, Airplane mode, etc. I installed my sim card, it detects Verizon (my carrier) and has 4 bars. My old phone works great when I put back the sim card. when i go to Settings> General> About> Carrier the carrier is 41.0 on my new 7 Plus and my old 6s phone is 41.1
