Upgraded my iPhone XS to a 13PRO and transferred all data successfully. Shortly after transfer was complete, my new 13PRO stopped being able to make calls and send/receive texts. How do I fix this? Both new and old have SIMS and upgraded through the Carrier. Makes no sense- please help.

I understand that both iPhones have SIM cards but which one of the SIM cards is carrying active cellular service? Can you make and receive phone calls with the iPhone XS? If YES, then that iPhone has the active SIM and should be moved to the iPhone 13 Pro. This will take the cellular service to the new iPhone.
One thing to note and that is that carriers in the US that provide 5G cellular service are requiring the iPhone user to install 5G SIM cards in their 5G capable phones. Contact your carrier for more information.
