Hello, I’m all out of storage so I tried deleting photos, but my phone just keeps putting them pack. I turned off iCloud photos & even deleted them right off of iCloud but they keep coming back. I also have been trying to import my longer videos onto my laptop because I don’t want to delete them but have no choice if I need storage. What do I do?

Welcome to the Apple Support Communities. I understand there are some storage concerns and photos are not fully getting removed. I'll do what I can to help.
Be sure to remove these photos from the 'Recently Deleted' album as well if you want them completed removed.
Try removing other items other than just photos for now, if you have to archive them directly from iCloud:
After removing some items, or if there isn't anything to remove, try restarting the iPhone to see if storage changes: Restart your iPhone
