Voice Memos on macOS is basically the same as that on iOS, and is based on Catalyst.
I usually use Voice Memos on an iPhone, rather than Voice Memos on the Mac. I have a control for Voice Memo configured in the iPhone control panel, which makes launching the app quick on iPhone, too. That use because I’m usually carrying the iPhone even when working at the Mac, and because that syncs to iTunes, to Music on Catalina, and to iCloud.
Though when I’m working on the Mac, I’m usually in less of a rush, and have a keyboard and a vastly better mike, an Audio Technica AT-series USB mike, pop filter, and stand. So I’m not usually looking to make quick memos. So I tend to use GarageBand for voice recording on the Mac mike. And if I’m in a rush and do need a quick memo, I switch to and use the iPhone for the memo, and then load that to iCloud or maybe into iTunes.
GarageBand also has better audio support for voice processing than does Voice Memos app. GarageBand allows selecting the audio ambiance for instance, and when combined with the better mike makes a big difference in the quality of the audio.
Log some feedback with the folks at Apple around getting recordings from Voice Memos on Mac over into iTunes and into Music on Catalina. Product Feedback - Apple Getting recordings out of Voice Memos on Mac is definitely somewhat clunky. Kinda like getting info in and out of Notes, in that regard.

In iTunes with your iPhone or iPad connected, view the Music settings and select the synch voice memos option.
If you’re using Voice Memo directly on Mac, I don’t know of a good way.
Sharing out to iCloud or such, maybe.
Drag the recording from the left navigation into a Finder window, then import into iTunes. Works. Ugly.
Dragging fromVoice Memo directly into iTunes doesn’t seem to work, having tried that on Mojave.
I usually use GarageBand here, as that works and integrates somewhat better, with far better mike settings.

Thank you. I use Voice Memos to record Yoga Scripts for my yoga practice. I don't know how to record directly to iTunes so use Voice memos instead. I record 30 to 40 asanas for each session and since I want them to run one after the other, I need to place them into a file in iTunes as a playlist. Of course I could just record the 40 asanas nonstop. Again, thank you very much.
