Some of those are referred to as P.U.P.s*
Those fake Adobe Flash downloads are too often the cause of oddly bad behaviour in Mac.
And are the most effective way to start the Mac on downhill slope, to insanity!
Adobe Flash is seldom used in modern macOS. If you believe that you really need their Player
or other Adobe product, seek their maker-sites; some their real products can cost, others, free.
HTML5 and other softwares replaced Adobe Flash in modern browser usage.
Should you consider their product, it may no longer be supported in latest macOS 10.15.x

Browsers can retain odd bits that toss Mac users a curve; added 'extensions' and other stuff.
You can restart Safari with extensions-off and then look for bad actors, to remove them.
I've not had to do those, since I seldom randomly click-on things; and like to know before so
doing exactly what it is, & why (if) the item is needed at all. *Potentially Unwanted Programs?
