iPad upgrade fails -4013 Error:Unexpected device state 'Recovery' expected 'RestoreOS'

Original issue: WiFi connection drops, later no wifi networks show in the WiFi setup screen.

Also get message “Cellular Update Failed. Your iPad cannot access cellular data until it has been updated”

Current version: 13.4.1 (17E262) / iPad Pro 10.5” Model: MPME2LL/A


Fails to upgrade software to 13.5.1. On both the iPad AND via iTunes (from 10.14.6 macOS.Mojave AND on 10.15.5 macOS.Catalina).

Already tried few different cables.


Hardware diagnostics don't show any hardware errors.


1) Upgrade starts

2) iPad restarts during the beginning upgrade phase

3) While apple logo displayed

4) the entire screen flashes RED

5) then ipad restarts again

6) Upgrade process terminates with

7) "Error: “The iPad could not be updated. An unknown error occurred (4013)”

Log shows:

[20:17:19.0953] State Machine Dump, status:ERROR - [state:Recovery remaining-cycles:0] -> [state:RestoreOS remaining-cycles:1 (current state)]

[20:17:19.0954] Unexpected device state 'Recovery' expected 'RestoreOS'

[20:17:19.0956] Changing state from 'Restoring' to 'Error'

[20:17:19.0957] State is now set to error: Unexpected device state 'Recovery' expected 'RestoreOS'

[20:17:19.0957] Device isn't booted but USB is up.

[20:17:19.0961] Restore completed, status:4013

[20:17:19.0961] Failure Description:

[20:17:19.0961] Depth:0 Code:4013 Error:Unexpected device state 'Recovery' expected 'RestoreOS'


8) After the failed upgrade iPad is stuck in the Support.apple.com/ipad/restore mode

Tried Update (and Restore) from multiple laptops with different versions of OS, different cables, different USB ports. Also, talked to apple support - they ran device diagnostics. NO hardware issues detected.


I'm frustrated and out of ideas. Looks like it may be intentional move by apple to force me to upgrade the hardware :( Can't think of anything else...


I guess questions that need to be answered are

1) Why the iPad ends up in 'Recovery' state when updater expects 'RestoreOS'? Is it a bug in updater?

2) Or, if update path is not supported from my version (from 13.4.1to 13.5.1)?

Apple doesn’t intentionally cause devices to malfunction - whether by software update or otherwise. All electronic devices can develop faults for any variety of reasons - malfunctioning software being only one possibility.


If the available support resources do not resolve the problem, your only remaining avenue is to seek help from Apple. You can either visit the Genius Bar at your local Apple Store (when they reopen) or directly contact Apple Support. The Contact Support link can be found at top-right of this page.

Hi,

No - the problem was never fixed, nor I got any workable explanation from apple support :( After having done a lot of research and looking into debug logs, it appears to be a hardware issue (memory). However this is my own conclusion. I still believe that it may be some type of built-in obsolescence. I own dozens of various devices, including 3 iPads and 4 iPhones. 2 of the iPads I had developed same issue after 3-4 years, without available fixes. This does not look like co-incidence. I still have a few Samsung tablets and few Samsung phones that are as twice as old, and NEVER had similar issues, still working. This leads me to a believe that this may be some trick from apple to force users into upgrading. That's exactly what I did - upgraded to iPad Pro 2020 model taking $250 credit for this iPad.

I'm Automation Architect (java), and based on my experience (not on apple products!) and logs I suspect that this issue caused by defect in the 13.5.1 updater, which is unable to handle the state of the device other than device state 'RestoreOS'... as it say's in the log "[20:17:19.0961] Depth:0 Code:4013 Error:Unexpected device state 'Recovery' expected 'RestoreOS'".


I see 2 possible solutions:

1) So when the apple will debug, fix and release the new update to handle this issue?

2) can apple advise how to force-load the latest OS (and/or firmware) bypassing update or restore options.
