IPhone 7 lost carrier connection when updating to 13.5.1

My phone said that I had to do the update to 13.5.1 to continue to have connectivity to my phone carrier.

My phone could not 'install' the update. Would no longer connect to my carrier.

After the update the the 'update' said that it could not connect to my internet ('No Service') although the rest of my phone functions, email, browser etc. could connect to internet.

My carrier Verizon could not fix this problem. They suggested that it might be a SIM circuit problem?

2 questions:

  1. Can this phone be repaired?
  2. Can Apple be responsible fix this problem since it was their update?

thank you!
