Pending in purchase history

I was just texted by my GCASH or online banking that almost 3k was deducted from my account because of a subscription payment. When I checked the purchased history to refund it, it says pending. I read the last post that apple answered that pending means it hasn’t taken money from your account yet. If that’s the case then how come ALMOST 3K PESOS WAS DEDUCTED FROM MY ACCOUNT??? FROM A PERIOD TRACKING APP! I can’t even make a refund even if I haven’t used it yet! Please explain and help me with my problem, Apple! Thank you.
