Updating to iOS 13

I have been having trouble updating to iOS 13. I currently have iOS 12.1 on my iPhone SE. I have not been able to update using iTunes or with the over-the-air update on my phone. I have tried toggling the Airplane mode on and off, cleared space, reset the network settings and tried a forced restart. I have re-downloaded the update file several times. Nothing seems to be working so far. Every time I try updating, both my laptop and my phone say that there is an unknown error and the update is unable to install.

Can I go straight from iOS 12.1 to 13 without a problem?
