iMovie says videos are being downloaded from iCloud and won't let me see it

Hi, from my iPad a while back I made a video on iMovie and now im trying to see it because it was pretty important to me and all I get is a notification saying "some of the videos in this project are being downloaded from iCloud" and its been like that for a few weeks not letting me visualize it, if I press to see it the videos added they appear as non visual with a sign. I checked if I had enough space in the cloud since I thought maybe that could be the problem but it is not. I do not know what to do because I don't have it saved anywhere else.
