Can't turn on iCloud Drive on IPad Air 2 with iOS 13.5.1

Possible bug with iOS 13.5.1. When I try to turn on iCloud Drive, the next screen is too small to see and has two buttons, “cancel” and “upgrade”. Upgrade doesn’t work. I went to iCloud.com and got a message that documents weren’t available. Can’t get my files!

iCloud Drive won't sync any files - iOS 9 Hello, I have a problem with my old iPad 3. Recently I restored it to the newest iOS available for this device (iOS 9). Everything works just fine except of iCloud Drive app. I've enabled viewing it from home screen and all I can see is just blank space. Absolutely no files. On my MacBook and iPhone I can see my stuff on Files app, but the iPad just won't sync. Is there anything I could do about it? I've already tried restarting, loging out but those aren't making any difference. I'd really appreciate some help with this case :( Attached screenshot from my iPad:

Numbers and iBooks can’t get an iCloud files What’s wrong with iOS? Only this morning I use iBook and everything was all right. But few hours later iBooks can’t open any book. Numbers said the destination for files not allowed and I would need choose between local storage on iPhone or DropBox. Where is iCloud? I have a last 12 iOS. May be its bugs on Apple side? )))

Have you tried restarting the iPad? Working on my iPad Pro at the moment.
