Head phones crackling/buzzing

Hello I purchased an iPhone 11 last week and every time I plug headphones in the audio has a loud buzzing sometimes crackling noise in the foreground. This has been a problem since day one of receiving the phone. The noise is consistent and never goes away. This happens with the included apple wired lightning headphones as well as third party head phones and both apple and third party head phone adapters. The sound occurs using any app for an audio source. How do we fix this?
