I was recently given a new phone number by my new mobile carrier but every time I go to place it in my apple account it says the number is already in use. How am I able to use the number of someone else has it. Please all help is welcomed.

But, this won't work if a different Apple ID is shown on your phone. If this is what is happening, then you need to get support from you mobile carrier. Still, Apple support might be able to help you. See:

Worst case, ask the carrier for another phone number.
No I use an email as my Apple ID, but I still can’t add the number for FaceTime and IMessages. The mobile carrier seems to be dumb found by me telling so they have not came with a resolution. Thanks for the help.
