Call drops when a new call comes in

Anytime I am on a call and a new call comes in, my iPhone cuts off the first call and shows me the Accept/Decline screen. I do not get the Accept or Ignore BEFORE it cuts me off! Is there a setting somewhere, or is this actually being done by my cellular carrier?

There is no setting for it and you have it right that your carrier should be able to address the Call Waiting feature at their end. Thanks.
