Can i recover my data from a backed up broken device?

I have a few devices that are broken and cannot be used some of them have been lost. 2 iPad minis, an iPhone 4 and 6s and an iPad. I had backed them up before they broke/died. I have already tried to figure out if i can get my data, most importantly my photos, but i have had no luck. Is there any way i can get my data back?

Data Recovery iPad My Ipad was recently smashed completely, so it can not be turned on just lights up a little when power button is pressed. But I logged into my iCloud on my laptop and lots of my things are missing such as some pictures but majority of my files. Is there any way I can recover this data that is not showing up on my iCloud but was on the ipad?

Lost Information Hi All, I seem to have accidently synced my phone with a second apple device. I have then deleted the photos, recently deleted photos and recent icloud backup. I have now lost the info on my primary apple phone. Is their anyway I can restore and deleted restore or regain access to deleted deleted photos Thanks Dean

You buy another apple device and follow the instructions in the link I provided.

My phone i am trying to obtain photos from is not able to be recognized. The screen does not work so i cannot accept anything. As for my other devices, is there a way to get my backups without connecting the device by USB?
