If call fails will the person see that I called?

My bf and I recently broke up and I was really nervous to call him. I went to call him praying he hadn’t blocked me. It rang and then after lots of rings it said call failed. I’m wondering if he will see a notification that I called. Also, does this mean that he had picked up the phone? I said hello bc it sounded like he picked up but then it said call failed. I also saw something that said maybe the person had changed the number? I called my sister and that worked. He was famous for having terrible service at his house though. I would text or call again but I can’t be pushy.
