I backed up everything with Time Machine, had a new system installed on my computer, and now I cannot find my photos on iPhoto. It says I cannot install iPhoto on my computer because it is too old, but I cannot even find my photos.

Hello I wanted to get a new operating system on my old Mac.

I bought an external hard drive and backed everything up on Time Machine,

A new operating system was installed but I cannot find my photos.

They told me to drag and drop and not just take everything because otherwise my computer would be full again.

However now I cannot find any of my photos from iPhoto.

They say my new Mac is too new for iPhoto.

But where are all my photos?

Does anyone know?

No idea who "they" are... but first you need to restore your iPhoto Library from Time Machine:

Then simply open that library with Photos, the newer app.
