managing payments

I use my iPad mini primarily for downloading books and for Email and access when I travel.

I have downloaded books in the last week or so.

I am trying to purchase books right now. I put in my ID and Passcode. It then tells me that I have to verify my payments. It won't connect or let me access my payment screen to verify. Just a spinning wheel of death. Can you help?
