If I swipe down on my apps tray, I get this screen. What is it?

I guess you have activated Reachability, an option to easily reach the top part of the screen from the bottom of the device (useful when using the phone one-handed): https://support.apple.com/guide/iphone/touch-iph77bcdd132/13.0/ios/13.0#iph145eba8e9
