My old card expired , now trying to input new data info but always said “your account has been disabled “ everytime I try for new cards , what I have to do ?

What is the message? Here is some information from Apple—>If your payment method is declined in the App Store or iTunes Store - Apple Support

Hi then how do I fix this problem ? It’s been 3 days cannot use for my business, I ask Apple said I need to go ask bank , bank said has to ask Apple , 😂😂
My new card are all good , I’m useing them everyday , only one place I can not buy or use is adding to Apple ID
Does the card meet ALL of the requirements I listed?
