not receiving verification texts for iCloud family sharing

I am trying to set up apple iCloud storage family share by adding another account. I had it working fine for years with a total of 3 members. At first I got multiple messages over 6 hours time saying "error, try again later". I finally called apple support. She had me turn off apple share, then back on and I lost the other 2 members I had on apple share.

Now, I can't add anyone because I am not receiving the verification code needed for anyone. This was after 30 minutes wasted on apple care.
