I've noticed this annoying problem since I updated my Mac to 10.15.5.
If I click on the dock icon it won't open my only window of safari when it's full screen even thought it is the only app running. I have to click twice in order to get to that window.
I have tried to delete the icon and create another launching safari from applications folder.

If I understand correctly, you are unable to get your open Safari window to appear when you click the Safari icon in the Dock on your Mac. First, try running First Aid on your hard drive with the built in Disk Utility tool, as this can correct simple issues like you're experiencing.

You need to reinstall the OS to reinstall Safari. Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart). Run Disk Utility and select First Aid. Then re-install the OS.

that's probably it, but I will wait until Big Sur released to see if it solves the problem without too much work.
