When I look at introduction page for new Big Sur of it clearly states: iMac 2014 and above, but if I click on the link it says 2012 and above? So which one is it, and will late 2013 iMacs be able to run it?

So Capitalism says you may buy/sell so then let them sell a version for our late 2013 iMac
Unlikely to be a CPU issue. Swap out your ram and see if that helps, otherwise could be a GPU issue.... All iMacs eventually die due to poor thermal design/overheting.
