Canon scanner tool not working in macOS Catalina - Cannot start the scanner driver while it is in use

I have a Canon 8380 Cdw printer and scanner

Installed the proper drivers and scan tool worked well in Mojave

Since I updated to Catalina it does not work.

MF Toolbox says Cannot start the scanner driver while it is in use by another application or user.

The Canon help forums suggest reinstalling the drivers, resetting the print system

I have done all that it still does not work. It prints fine but I cannot scan to the computer


Why does Apple not care about a seamless transition of all drivers with updates ...

This system starts to feel like a linux upgrade breaking everything taking me hours to patch up everything. If this is how Apple updates its os, then stop pushing us to constantly update. Or do a proper job with the driver continuity.
