Hello all,
Earlier yesterday, my 2019 MBP 13' started flickering in the bottom 1/3 of the screen, has horizontal lines, and hasn't stopped. I am also running the lates v. of Catalina, and have reset my laptop since the flickering began. I am sure this was not caused by me, I have not dropped, or put any pressure on the screen at all.

Form what I understand you have already done restart, SMC, and PRAM.
An additional step, if not covered yet. Would be attempted a safe mode boot. Here is a support guide on these steps:
How to use safe mode on your Mac
When you say you have completed a reset of the Mac. Are you referring to re-install the OS?
How to reinstall macOS from macOS Recovery
Before these steps I would suggest a Time Machine backup:
Back up your Mac with Time Machine
If the issue is still persisting after a re-install, I would encourage you to reach out to Apple Support:

After reading your post, it appears your MacBook Pro bottom of the display is flashing, correct? I'm here to help you take a look in to that!
First, let's do a complete power off of the MacBook Pro. then, I'll have you attempt a reset of the SMC. If the issue continues, you can do PRAM. Here are support articles to follow on these steps to help resolve this issue:

I have done all 3, and even have reset the computer. Is there anything else I can do to fix this?
