bypass activation lock when owner is not known

i found an iPhone XR in a pile of trash from where an apartment was cleaned out. I got passed the passcode that was used to unlock it but now i cant get passed the activation lock. I can see part of an email address but i have no idea who it belongs to, therefore, i cant ask them to unlock it.

You cannot bypass activation lock. It would be a pointless feature if that were possible. You need to know the password and AppleID used to set it up in order to disable it. Without that information, you cannot use that device. Which is exactly what activation lock was designed to do.
