My iPhone 6 and 8 did not have this issue. I Have to stop using Siri and open the app to press the voice recognition on the keyboard. Not something I want to do while driving.

It sounds like while your iPhone is connected to your car an image of a car pops up and stops you from sending messages without going into the app. It sounds like you might have Do Not Disturb While Driving enabled, check out this link for more support.

My iPhone 11 blocks the screen with a car when I am connected by Bluetooth to my 2017 Tacoma. It does not have car play. If I dictate a text, I am not able to see it or if I search for hardware stores, I can’t see the results.
