my iphone is saying that it is disabled and needs to be connected to itunes but when i plug it in it says that there was an error and itunes cant connect to the iphone. what do i do?

If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.
