I have the current Apple TV with what I believe is called the Siri remote. My tv lacks HDMI on/off capability. Can this Apple TV remote use IR to turn my TV on/off?
If so, how do I program the remote to do that?
When I use the custom section in the Apple TV settings it lacks on/off option when using my TV remote to program the Apple TV remote.

No, in order for the Siri remote to turn off/on your TV it requires HDMI CEC support. If your TV does not support that then you will have to use your TV's remote. The other option is to get something like a Logitech harmony (universal remote) so that you can program it to control different components.

That is not supported with the Siri Remote. You will have to use your TV remote for the TV, if HDMI-CEC is not an option.
Or use a third party universal remote for both the TV and the Apple TV.

My apologies for the incorrect info. If you only have the 2 devices (Apple TV and TV) then you can continue as you are currently are. However, if you are considering upgrading to a Home Theater (Receiver, individual speakers etc.) then it would be time to consider getting a Universal Remote like a Logitech Harmony.
That article fails to address using IR to turn a TV on/off.
Please provide a clear explanation as to if and how the Apple TV remote can do it.
