Can the new Siri remote use IR (infrared) to turn off TV’s or can it only use HDMI-CEC? My TV does not have CEC capabilities

The old black Siri remote can only learn IR codes for Volume Up and Down. Asking for non HDMI-CEC TVs and Receivers. I know that it works automatically if your equipment has HDMI CEC.
