One thing to try: use any computer internet browser, log into icloud.com, click Account Settings near the top middle of the screen, scroll down to the Advance section of the next screen and click Restore Files.
The files are erased from iCloud server permanently after 30 days see the articles https://support.apple.com/en-us/HT209174

This works only for certain days. Its been more than 5 months :(
Is there still any way to recover them?

No way that I know of from iCloud. If they were synced from a Mac and you have a Time Machine or other backup of the Mac and if there was a local copy on the Mac, that would be a possibility.
Yeah. that's the problem. And I am unable to take time machine backup also of my machine which is unable to boot so stuck :(
