My Apple ID is locked

my Apple ID is locked on My new phone after transferring every thing over to it, I have changed my password 5 times now, and it still says it’s locked for security reasons

If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

Are you in account recovery. If no, then Apple support might be able to help you if you have your receipt for the purchase of your device from an authorized Apple seller with its serial number on it. See the support options below. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.
