I removed all my photos and there is plenty of storage now, but it keeps asking me to pay for more storage anyway and won’t back up. There is plenty of storage. How do I make my iPad realize it is not full?

How do I reset the memory storage? I removed all my photos and email and there is plenty of storage, but a notice keeps popping up saying I need to buy storage and it will not back-up, either.

It is the size of your iCloud back up that is giving you that message. You can disable iCloud backup, but I would recommend making sure you back up your device to something regularly. You could upgrade your account for a month to get the back up situation resolved, then after the smaller backup is made, downgrade your iCloud storage.
