I am trying to start the internet recovery. It takes for it approximately 20 minutes to finish and gives me an error just saying "-1008F" error. I am sure that my internet connection is stable and working fine. Why won't it complete successfully?

Please try to move closer to wifi router if you're using wifi connection or If you have an ethernet port try connecting through it.
Unfortunately, not working. I cannot turn off the activation lock because I'd erased the disk and about to re-install the OS again so no operating system installed on the disk now. I've tried all of the key combinations but all of them try to take me to the internet recovery.
It says the "erase request is pending" and the mac will be erased when it connects to the internet. All of the key combinations take me to the internet recovery loading page again. Should I start the internet recovery process again? Because all of the key combinations mentioned in the link that you've sent do exactly the same thing and open the same screen which is internet recovery loading page. Besides it says the mac is currently offline even though it is trying to start the internet recovery.
By the way, I have a bootable USB device that is connected to the computer. I cannot choose it to install MacOS. Actually, Mac doesn't ask me which device I want to start. It directly opens the internet recovery even though I press the Option key while starting.
