I did an iCloud backup of my old iPhone 6. However, all of my photos taken between Sept. 2018 and May 2020 are missing from the backup. The old iPhone that I took the photos on is now inoperable. Is there a way to retrieve the missing photos, or are they lost on the broken device?

If iCloud Photo Library was enabled during iCloud backup, photos won't be included as they are already in iTunes. Make sure that iCloud Photo Library is enabled on the new phone, then leave it charging overnight with a good Wi-Fi connection.
