My ipad is locked and says "connect to iTunes" I've done that but still can't unlock

It was set up without a passcode, took an update, and now demands a passcode

iPad, iPadOS 13

I suggest you use my search link in trying to solve your problem: iPad locked disabled connect to itunes. You will see a number of links that are directly related to your problem. But, I have not seen a definitive solution for it.
