Recovering Notes Deleted from iCloud

Trying to clear some iCloud storage, I deleted several things including notes. I was unaware that they were stored in iCloud only and not on my phone and MacBook. Can they be recovered? I've googled solutions suggesting 'recover recently deleted items' or 'check the trash bin,' but I'm not finding these options on my laptop or phone. There are no notes in the trash. Please help!
