Switching tabs in Safari with ctrl+tab moves focus to address bar first.

When I switch tabs in Safari using ctrl+tab, it always moves the focus to another place first, either the address bar, or the upper most left button on the page. Click once more, and it opens the next tab. This means I always have to do the shortcut twice, which is incredibly annoying.


This is using a Norwegian language setting. When using English, it works as intended. I have read a lot about this online, and think it might have something to do with the "Use keyboard navigation to move focus between controls." option in the Keyboard settings, but changing this doesn't seem to do the trick for me.

MacBook Pro 13″, macOS 10.15
