Problem with creating bootable mac 10.14 (prelinkedkernel problem)

Have you tried to re-download the full Mojave installer (the several GB full installer, not the small stub installer)?

Is the drive plugged directly into the Mac or via a Hub. I've had it fail (for other reasons) when I had the drive plugged into a USB hub but works when directly connected. Maybe just a coincidence, though.

Try a different brand USBflash drive and test your createinstallmedia command, see if it makes a difference.

Can you verify the USB flash drive is formatted as GUID/extended journaled (HFS+)
