When someone calls me,my phone would go straight to voicemail. Do not disturb is off.
I have the same problem and silence unknown callers is not turned on. Also the caller is in my contact list.

Check whether ‘Silence Unknown Callers’ is on. You can do this by going to Settings > Phone > Silence Unknown Callers.
