The phone isn't the issue.

The "authorisations" in this case is the computers, not the portable devices. You can have up to five computers authorised, so your laptop must be number six. The previous five will be the computer before this laptop, and any previous ones to that. If any of your old computers were re-built, repaired or had the operating system upgraded (say from Windows XP to Windows 7 for example), that adds to the authorisations.

To solve this, go to your account in the iTunes Store and find the Deauthorise All button:

Once you have deauthorised everything, you can then authorise the laptop. There is a maximum number of times each year that you can do this, but that should not be an issue for you now.

ive done that. Several times.

Perhaps that's the problem. As stated, there is a maximum number of times per year that you can change authorisations.

But going into already authorised she also only had her phone and 1 laptop.

I'm not aware of anywhere that you can see a list of authorised devices, so you appear to access to something I can't get to.

I suggest you reach out to the iTunes Store staff for help. Try here: https://getsupport.apple.com/?locale=en_GB&PGF=PGF63005 or here: Get Support
