When using Safari the webpage I’m on keeps being redirected to what I believe is a scam page for a free Sky anniversary prize draw. Pop ups are blocked within Safari settings and I don’t know how to uninstall Safari to start again or even if that would fix the issue.

You can't uninstall Safari, but you can go to Settings > Safari > Scan down the page to Clear History and Website Data and tap that. While you're in that settings page, enable Block Pop Ups.
