Not able to send MMS

I am having issues sending and receiving MMS. It doesn't matter if imessage is on or off when wifi is off...i cannot send mms to anyone. If i turn on imessage and wifi, i could at least send an mms to an iphone user, but now i cant. I have contacted my carrier and they have went through trouble shooting and opened a ticket and stated that the issue is not with them, but via apple with the software. I changed my number and the new number does show up in the phone under messages, but now i cannot send mms to even iphone users. Could this be a phone issue or a software issue?

You don’t need to have Wi-Fi off. But you do need to have cellular data on. And MMS (picture messages) is a carrier function; if it isn’t working you need to contact your carrier’s tech support. Messages to and from iPhones do not use MMS, they use iMessage.

Go to Settings/Messages. Is the switch for MMS on? For that matter, do you see a switch for MMS at all? If you don’t see a switch your carrier has not correctly provisioned your account.

Yes, I did turn off wifi and i restarted my phone. I can now send and received MMS to iphones only. I can receive MMS from non iphone users, but i still cannot send. Right now the only way i can successful send MMS to everyone i know is via third party apps for those that use them. I assume because i can receive from all i should be able to send, but at&t is saying that is not the case.

I do see the opt for MMS and it is turned on. The carrier had me turn it off and back on, turn imessage off and back on, turn data off and back on, reset my network settings, reboot my device and i have done a factory reset on my device. The carrier is stating that they have done all they can do and that the trouble ticket created confirmed it's not their issue, but Apple's. I contacted Apple when i first noticed the issue because i know the carrier would say it's Apple. Apple went thru trouble shooting and all things checked out. I have gone thru hours of trouble shooting checking all the basics and more. Everything is correct in the phone. They claim everything is provisioned correctly in their system.
