confused about icloud and one drive, is this a pc thing or a phone thing, I haave windows 10 pc and iphone7 cannnot import photos, it searches and says I have 3661 photos but they never load up

i cannot seem to understand how to transfer my photos from iphone 7 to windows 10 pc. is it with itunes or the windows photo app, which searches and finds over 3000 photos but they never show up on my computer?
