How do I reformat my Macintosh HD to be APFS?

You can boot into recovery mode (hold down Command-R on startup).

Then select Disk Utiklity.

Then select the drive to be formatted.

Select APFS as your format type.

BUT remember you will lose all your data on that drive; is that what you really want?
