I found an iPhone and tried to return it to the soho apple store, but they wouldn't take it, so I kept it on and waited for the owner to call. I never heard from them, after 3 months I tried to restore the phone. Now it has an activation lock, can you help?

There is nothing anyine here can do for you. It’s not your device and only the owner could disable activation lock. Apple will not help you either as you are not the legal owner with documented proof of ownership.

Sorry, but no. Apple cannot help you here, nor can any of us Apple-product users at this forum. Only the original owner can unlock this phone. It is, most likely, considered lost or stolen and you should turn it in to your local law agency.
