Does the organizer have to log in to separate devices or can the children log in to their own iPads? I created an account for each of my children but now I can't log into their iPads with their new cloud accounts.

Each child should log into their device using the Apple ID account you created for them, not your Apple ID. Have you completely signed out of their devices before trying to log them in?

The kids have Apple ID and, thus, for the most part function like you do in terms of sign ins, sign outs, etc. See these basic family sharing documents.

I had signed out and it wasn't letting me sign back in, with the kids' or my account. I think it's reset now though because I was able to get the kids logged in.
