iPhone won’t back up, iCloud library stuck at 1%

My iphone X has been bugging out for weeks now and I can’t figure out what the issue is. It keeps alerting me the storage is full, and I can’t perform any backups or the latest update. When I try to delete photos, they reappear. My apps are almost all in the cloud and the ones that work crash right away. I have 2TB of iCloud storage and I’m only using 430GB.

I don’t know what else to do, please help 🙏🏼
