ios 13.5 third-party app fresh install; not restore from iCloud

I deleted a third-party app from my iPhone that was not working properly, thinking I could do a fresh install and try again. However, the App Store wants to restore the app from iCloud. How can I do a fresh install instead of restoring from iCloud?

If you deleted the app and want to reinstall it, open the App Store, tap your name to see your purchase history and tap the cloud icon to download and reinstall it. You are not downloading from iCloud - you are downloading from the cloud-based App Store. App installers are never stored in your iCloud space. They are only ever kept in Apple’s App Store.
